This is largely volunteer-driven, but we were very lucky. Our coach was just perfect for this pack of 5-6 year-olds. They are very inclusive and make sure the parents behave themselves and don't repeat the sins of their over-aggressive parents. We have had a great experience there so far and have made some good friends. For those in the east bay, I would strongly recommend this group. I think there is one that is more Oakland-specific. East Bay United is more "Alameda County". Bonus that the field is close and has a really beautiful view of the bay!

East Bay United is both a recreation and competitive soccer club. I've only had experience as a team manager for the rec level. Overall it's a great club to be a part- they encourage parent involvement and have a strong ethic around only encouraging talk on the field. The games are all in the Oakland/ Alameda area. Only challenge is not knowing game schedules or practice times till the week prior- but this seems to be a challenge in other clubs as well.
